As one of your constituents, I am writing to urge you to ensure that genuine safeguards are included in any health care reform proposal or health care bill to explicitly exclude abortion funding and abortion coverage.  Removing abortion from government run health care reform is true common ground policy supported by the broad majority of Americans.

Recent polling data confirms that the overwhelming majorities of those polled – as high as 71% – oppose public funding of abortion – a policy often associated with the abortion funding prohibition known as the Hyde Amendment.  However, the Hyde Amendment only applies to programs that have to be funded every year through appropriations bills.

Since the relevant funding in the proposed legislation is not subject to annual appropriations, the long-standing and publicly supported Hyde Amendment does not apply.

Proponents of abortion like Planned Parenthood claim that the so-called “compromise” amendment offered by Rep. Lois Capps (D-CA) in the House Energy and Commerce Committee addresses the concerns of citizens like me.  They are wrong.  Pro-life leaders and citizens oppose the amendment.

The Capps amendment falls short of ensuring that government money does not flow to abortion clinics to reimburse expenditures made in order to provide abortion-on-demand.    Rather it allows the public option to directly issue checks from the U.S. Treasury to the abortion industry for abortion-on-demand for the first time in decades.  It also uses an accounting gimmick to create a loophole in the current federal standard of not using public funds to subsidize plans that cover abortion.

Keep abortion out of health care.
