Tell the Senate to Keep the US from Promoting Abortion Abroad

The Foreign Relations Authorization Act for 2010 and 2011 has now passed the House of Representatives and is scheduled to go to the Senate. The bill will establish an Office of Global Women’s Issues within the State Department. The office is responsible to coordinate efforts “relating to gender integration and women’s empowerment in United States foreign policy.” This office will actively participate in abortion advocacy around the world. Several weeks ago, Hillary Clinton told Congress that she believes that reproductive rights are a fundamental policy goal and that abortion is a reproductive right. Under Clinton’s leadership at the State Department, the Office of Global Women’s Issues will carry out her vision by advancing the legalization of abortion in pro-life nations around the world. Rep. Chris Smith (R-NJ) tried to offer an amendment that would prohibit the office from trying to change pro-life laws in foreign countries, but the pro-abortion controlled Rules Committee blocked this amendment from ever reaching the House floor. Please tell your Senators to oppose the House version of the this bill. Tell them to prohibit the Office of Global Women's Issues from promoting abortion in other countries.

I am writing to ask you to oppose the House version of the Foreign Relations Authorization Act of 2010 and 2011 ( H.R. 2410).

This Act allows for the creation of an ambassador level Office for Global Women's Issues, which will promote abortion in foreign countries as a reproductive right. According to Secretary of State Hillary Clinton’s statement to Congress earlier this year in which she said that she believes reproductive rights are a fundamental policy goal and that abortion is one such reproductive right.

Rep. Chris Smith (R-NJ) offered an amendment in the House Foreign Relations Committee directing the Office to promote life-affirming activities and prohibiting “any activity or effort to alter the laws or policies in effect in any foreign country concerning the circumstances under which abortion is permitted, regulated, or prohibited, [or] support any resolution or other document or participate in any activity of a multilateral organization or other entity that criticizes or seeks to alter such laws or policies in foreign countries.” Unfortunately, this amendment was rejected.

I stand with a majority of Americans who oppose taxpayer dollars being used to promote abortion overseas.

Alice Paul, the author of the original Equal Rights Amendment, once said that "Abortion is the ultimate exploitation of women."

Americans should respond to women's needs in foreign countries with real assistance that upholds their dignity, not by promoting or paying for abortions.

I hope you will oppose any version of this bill that lacks a prohibition on the promotion of abortion, which would  lead to the promotion of abortion abroad, and ultimately the exploitation of women and their unborn children.
